The bill would use the 14-billion-dollars collected by gangster El Chapo and use it to pay for the border wall. El Chapo was extradited to the United States in 2017 to face charges for running a notorious drug cartel.
President Donald Trump has requested $5.7 billion for the construction of the border wall.
