"I think we have a good chance. We’ll work with the Democrats and negotiate and if we can’t do that, then obviously we’ll do the emergency because that’s what it is. It’s a national emergency," Trump told reporters.
If Trump declares a national emergency, he would be able to fund the wall without Congress. It would be challenged in court and likely sent to the Supreme Court. "As everyone knows, I have a very powerful alternative. But I didn't want to use it at this time," President Donald Trump said. Trump is hinting at declaring a national emergency if a deal doesn't occur in the next three weeks. "Hopefully, it will be unnecessary," Trump added. "In a short while, I will sign a bill to open our government for three weeks until February 15. I will make sure that all employees receive their back-pay very quickly or as soon as possible. It will happen fast," Trump said. "I am asking Senate Majority leader Mitch McConnell to put this bill on the floor immediately," Trump said. The bill Trump talks about here doesn't include border wall funding. "After thirty-six days of spirited debate and dialog, I have seen and heard from enough Democrats and Republicans that they are willing to put partisanship aside, I think. And put the security of the American people first," Trump said. This reveals why the government shutdown ended. Trump plans to pass border wall funding in three weeks. Trump says, "I think" because the politicians might not keep their word. There are Democrats willing to vote for border wall funding, but there are also 6 Rino Republican Senators who sided with the Democrats. The 6 Rino Republicans are Lamar Alexander, Susan Collins, Cory Gardner, Johnny Isakson, Lisa Murkowski, and of course, Mitt Romney. "They have said they are for complete border security and they have finally and fully acknowledged that having barriers, fencing, or walls, or whatever you want to call it, will be an important part of the solution," Trump said. Trump explains that behind the scenes, there are Republicans and Democrats who are willing to vote for border wall funding. Trump is not "caving," in the video, he says he's not budging on the wall. Trump is giving the Democrats a final chance to pass a bill that includes the wall. This is simply an opportunity to pass wall funding with the government fully-funded. Trump is giving the Democrats two options: either pass wall funding or Trump will declare a national emergency to build the wall. The reason why Trump doesn't want to declare a national emergency first is that a future president can declare a national emergency to remove the wall. On the other hand, if Trump passes wall funding through Congress, it becomes the "law of the land." Overturning a law is very difficult.
